And it can edit .DDS files, unlike gimp that needs a plug-in.
One really big site with tons of free software is www.whereisit.org. They have lots of stfree download photoshop software cs3uff.
Gimp is a good one that is free and powerful.

Yeah, I would have suggested the gimp. Not that it works so well but the price is right.
Try Google's Picasa 2.7. It was the PC Magazine editor's choice in 2005 and it is free. See link below. It has a good amount of tools, like PS.
